It is a Rifle from Halo Arms out of Phoenixville, PA. Designated the HA-50 FTR which stands for Field Tactical Rifle, its most interesting feature is a unique bottom load-eject system.

----------
HALO ARMS HA-50 rifles system

-OVERVIEW-
Designed both for civilian competition shooting and military use, the HA-50 is "sort-of" a bullpup-design rifle – it is a single-shot weapon, but the bottom-mounted loading port is behind the pistol grip, reducing overall length. Much of the parts of the weapon are either handmade or hand-finished, which makes the HA-50 a tight, solid weapon with excellent accuracy. The single-shot design allows the HA-50 to use virtually any sort of .50 Browning Machinegun ammunition – from standard ball to match rounds, and even such exotic rounds such as .50 Spotting Round ammunition. The design of the muzzle brake also allows the HA-50 to use SLAP rounds and other saboted rounds, something most rifles equipped with muzzle brakes cannot do without destroying the muzzle brake instantly.

The standard HA-50, the HA-50 FTR (Field Tactical Rifle) is largely built from high-grade steel, with some synthetic parts such as the pistol grip and foregrip (another unusual feature on such a rifle), and an aluminum alloy bipod. The stock houses part of the action, and the butt has a simple buttplate with a thick recoil pad attached. The bipod is a quick-deploy Harris-type bipod adjustable for height and cant. The bipod is mounted at the point of balance of the rifle, at the end of the receiver. The HA-50 FTR has flip-up front and rear iron sights (though due to the design of the receiver, the sight radius is only about the same as that of the M-4 carbine). However, the receiver is also topped with a MIL-STD-1913 rail, and the HA-50 FTR is primarily meant to be used with a telescopic sight of some sort. The trigger unit is taken from the AR-15, but modified for bolt action and hand-tuned to lower the pull weight and slightly increase the pull length. The barrel is match quality and made of chrome-moly steel, with a length of 22 inches.

The HA-50 LRR (Long-Range Rifle) is a dedicated sniper’s platform; the receiver and action are largely the same as the HA-50 FTR, but the top of the receiver has no iron sights, and the MIL-STD-1913 rail is shorter. The barrel is 30 inches long, but of the same quality as the HA-50 FTR. The butt has a retractable and adjustable support leg, and the buttplate is adjustable for length. The bipod is a highly-modified version of the M-14’s bipod, adjustable for height and cant, and it supports the rifle from the top of the receiver instead of the bottom. This leaves room for a short, 3-inch-wide handguard; there is no foregrip as on the HA-50 FTR.

The manufacturer of the HA-50 rifles (Halo Arms LLC of Phoenixville, Pennsylvania) is not to be confused with the firm (Halo Mfg. of Eugene, Oregon) that announced some time ago the "P-12" bull-pup 12-gauge pump-action shotgun.

-HA 50 FTR - Deployment Package-
(From Manufacturer's website)

Halo Arms not only makes .50 BMG rifles, we set the industry standard for total rifle packages designed for the shooter.

This system consists of a factory engineered custom transport case with highly specialized features. Now you can safely store your rifle, ammo, optics, range finder, hearing protection, cleaning equipment and tools all in one case.
This case is designed for tactical shooters and hunters to have all items in one robust, easy to reach area.

The Deployment Package comes complete with:

- HA 50 FTR, black. (custom colors available for additional cost).

- Storm hard case with wheels and over-molded non slip rubber grips.

- Custom endurance foam which is impervious to water and oil. This foam is
extremely durable and will not tear like standard gun case foam.

- Heavy duty nylon ammo pouch with belt straps, holds 15 to 20 rounds of any type
of .50 BMG ammo. (located at top left of case)

- Take down cleaning rod with patch loops. (located at top right of case)

- Built in ammo and storage compartments. 4 ammo slots each holding 4 rounds
of any type of .50 BMG ammo. (located below barrel)

- Additional storage compartments for cleaning supplies, optics and accessories.

-HOW TO LOAD-
Halo Arms .50 BMG rifles are designed around the unique bottom load / eject operating system. The operator has the tactical ability to control the load / ejection of fired or unfired ammunition in 2 ways.

First, fired ammunition can be routinely ejected straight down in front of the operator for easy recovery.

Second, the operator can simply hand recover fired or unfired ammunition by placing the free hand under the load / eject port.

This operating system is ideal for tactical applications where minimizing position compromise is essential. This technique eliminates the awkward reaching around the stock and trying to catch the ejected ammunition, as with all standard rifles.

Target shooters who inspect fired brass will appreciate the ease of having a fired or unfired round drop directly into their hand. Standard rifles pose a safety risk when unloading live ammunition, damage to any ammunition can occur by ejecting to the side and onto the ground.

I'm not seeing much on the weight of this thing.

Also, to be honest, I think this sort of action would work better by ejecting and loading from the left, instead of straight down. It's not like this gun could be used left handed anyway is it? So any ambidextrous advantage doesn't exist. Eject to the left, you can both catch the casing and load the weapon easier, AND you can see the chamber.

I'd like to see something like this, with a form of straight pull bolt action that operates on the forend on both sides ambidextrously, and side mounted 5+ round magazine that can be swapped between sides.

Something along the lines of a Maadi-Griffin MG-6?

No because that's a semi auto. I meant something that operates as a straight pull bolt action, just with the charging handle forward of the trigger. This making it so you can charge the weapon with your non-firing hand. The side mounted magazine should be reversible, making it so lefties can switch it to the other side.

Okay, but, I meant, what about something along the lines of a Maadi-Griffin MG-6 design to use as a basis?

Oh, please, if you ever make it, don't forget a chambering in .460 for us down here, since .50-BMG is forbidden in Italy...
