You can fire upon the enemy while moving toward an objective. For example, you enter a building and shoot an insurjent. You need to move into the next room. The target is lying wounded on the floor. You can fire upon him while moving past his body. However you cannot re enter the room and shoot him again. That's called a "double tap" and THAT is murder.

Unless it's been changed since I trained to shoot, a 'double tap' is two shots in rapid succession...

More, I don't see how you describe what you wrote as 'murder'.

Is there some new rule that says you can't re-engage an enemy after the initial encounter? What if said wounded were preparing to blow himself up as you passed back through the room?

Is there some new rule that says once you've shot someone, if they haven't died, you're obligated to leave him behind to potentially recover and fight again? If a group of soldiers is leaving a building where they've encountered hostiles, and they notice some of the hostiles are still alive, so you think they're bound to treat them or at least leave them alive?

I know the present ROE is dangerously restrictive, but come on...

Since when? Enter a building, clear a room and on the way back out one is still grunting? Fuck him and finish the job. If that's murder then there's a whole lot of murdering going on and there needs to be more. You think if your 50 - 100 miles out and not going back to base for a week that you're going to leave a live body to tell what when on, who, how many and what not? You would be a damned fool if you did and should probably get a good ass kicking from the rest of the troop for not making sure they were dead before moving on in the first place. Never heard of that being called a double tap either. Double tap is the two to the head that should have prevented the whole situation to begin with. Sounds like there's way to much PC bullshit filtering in from lard asses on the side lines.
